I used Devil for D2 and liked it more than DMB. But that was a long time ago, maybe things have changed since then.
Don't know the other two.

Vinz: Miner is the original, first ever used editor for descent. It was the one used by the makers of descent.
you can download it at descent2.com
DLE-XP is the successor to DMB2. It is an unofficail level editor that was based off of DMB2. You can download it at many sites, including brainware (makers of DMB) and other sites as well. It is the one i use, mainly.
